Data Management Officer

POSITION: Data Management Officer

POSITION REPORTS TO: MEL Director

1. Project Background

Through the Malawi Governance for Solutions (GfS) Activity, USAID seeks to build on the incremental gains in decentralization and associated service delivery improvements, with the understanding that to make the significant leaps now required for Malawi to meet its own development goals—in the face of a fast-growing, young population-a bold, adaptive, and sustainable approach is required. To successfully remove critical bottlenecks and diffuse effective governance practices, DAl will deploy a locally driven approach-Facilitate, Catalyze, and Scale drawing on Problem Driven Iterative Adaptation (PDIA) as a core methodology. Through the Facilitate, Catalyze, and Scale approach, DAI will help local stakeholders to tackle the root causes of service delivery failures through best-fit solutions and offer demonstrative models based on positive deviance. Through both process-oriented facilitation and the provisions of technical support and grants, GfS will foster stable, resilient, and more self-reliant partnerships that best position local communities to address their own challenges and contribute to the trajectory of Malawi Vision 2063.

2. Objectives of the assignment

Reporting to the Monitoring, Evaluation, Learning (MEL) Director, the Data Management Officer will be responsible for systematic and on-time data collection to inform technical implementation and timely adaptation of materials and activities across the program. The Position will be responsible for data analysis and management and contribute to activity performance progress reporting on a regular basis, providing timely data, visualizations, and insights.

3. Tasks & Responsibilities

  • Lead all data analysis and data management tasks for the Activity.
  • Contribute to the development, regular review, and update of the Activity Monitoring and Evaluation Plan.
  • Contribute to Activity research design, instrument development, and data collections; facilitate related capacity building activities.
  • Ensure adherence to USAID, DAl, and industry best practice, regulations, and standards on data quality, statistical analysis, data management, and equity- and inclusion-sensitive data collection and analysis.
  • Ensure auditable documentation and data trail for all Activity indicators.
  • Work with technical managers to collect data in advance, during, and after activities and institute rapid data flows for timely reflection, debriefing, and action to help inform adaptive program implementation and management.
  • Collaborate with Activity staff, partners, and advisors in the design of web-based data dashboards: maintain dashboards.
  • Contribute to the development and preparation of annual work plans, quarterly and annual reports, and other reports to USAID.
  • Work closely with other team members to identify appropriate ways to publicize and disseminate data. Lead the development of information graphics.
  • Perform other tasks as assigned by the MEL Director

4. Qualifications

  • Bachelor’s Degree plus 5 years or a master’s degree plus 3 years’ experience in the education, statistics, or social science or research.
  • Three years’ experience designing and successfully implementing  monitoring, evaluation and research or data analysis and management tasks
  • Proven track record and exception skills in program monitoring, evaluation, assessment, and research, especially in data analysis, statistics, and data management
  • Excellent mastery of data management and analysis software (MS Excel; and SPSS or Stata, ArcGIS)
  • Experience with a range of digital platforms for data collection, management, and data visualization, willingness to try new approaches and learn new software programs
  • Experience with USAID or other donor program monitoring and evaluation
  • Exceptional attention to detail and integrity
  • Ability to communicate effectively in a cross-cultural environment
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken English
  • Excellent coordination and organizational skills
  • Strong interpersonal and communications skill
  • Ability to work in a team environment.
