DIRECTOR OF FINANCE (RE-ADVERTISED)

Applications are invited from suitably qualified Malawians to fill the vacant position of Director of Finance at the Malawi National Examinations Board (MANEB), tenable at its Head Office in Zomba.

The Organisation

MANEB is a Statutory Corporation established under the Malawi National Examinations Act, Chapter 30:04 of the Laws of Malawi, with the statutory mandate to administer national examinations.

Job Summary

The Director of Finance reports to the Executive Secretary and is responsible for overseeing financial management and accounting services to ensure prudent utilisation and accountability of financial resources.

Principal Accountabilities and Responsibilities

  • Provide oversight on financial planning and budgetary control processes.

  • Develop and implement efficient financial control systems for risk management.

  • Develop effective management accounting and reporting systems.

  • Design and implement treasury and cash management systems.

  • Develop and execute financial management policies and procedures.

  • Conduct financial analysis of examinations processes and risks.

  • Manage infrastructure investment projects.

  • Facilitate external audit processes and ensure timely implementation of audit recommendations.

  • Develop and execute corporate plans and capital expenditure budgets in liaison with other Heads of Departments.

Qualifications and Experience

  • Master’s and Bachelor’s Degree in Accounting, Finance, or Business Administration, or a Professional Certificate recognized by local/international bodies such as ACCA, CIMA, or CPA.

  • Minimum of eight (8) years post-professional qualification experience, with at least five (5) years in a senior executive or middle management position in an academic-related field.

  • Active membership with the Institute of Chartered Accountants in Malawi (ICAM).

  • Ability to work under pressure and set priorities effectively.

  • Thorough knowledge of public sector operations.

  • Not more than 57 years of age (to serve at least three years before the mandatory retirement age of 60).

Appointment and Remuneration

The successful candidate will be offered a performance-based contract for three (3) years, renewable based on satisfactory performance and mutual agreement. The package includes an attractive salary, benefits, and gratuity commensurate with the seniority of the position and qualifications.
