EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

How will you fight for an AIDS-free generation?
Reporting to the Country Director (CD), the Director of Operations (DO) is a member of a 6-person country leadership team and oversees the entire operations team and functions and will contribute to decisions related to overall goals of the program. The Director of Operations effectively and efficiently oversees the implementation and management of all operational systems and functions necessary for the Foundation’s programmatic activities – namely compliance, accounting, human resources, sub-award management, finance, information technology, procurement and logistics, administration, audit and field operations to deliver projects and fulfil the organization’s mission. The DO is also responsible for all contractual award management requirements of donors.
No two days are alike at EGPAF, but what can you expect in this role?
- Leads on all financial requirements of the country program including policy reviews, accounting, forecasting and compliance
o Ensure that all uses of the Foundation’s funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws.
o Coordinates budget processes, ensuring accurate forecasting, budget tracking and variance management
- Leads on designing appropriate staff structures and ensure recruitment, retention and downsizing of workforce as needed.
o Oversees the implementation of the performance management and compensation systems.
- Supports Program teams to identify/ procure partners and contractors to support delivery of project requirements.
- Oversees a subawards unit that supports sub awardees with systems and compliance managing resources and execution of agreed deliverables
o Manages the process of establishing sub-agreements with partners, ensures partners have available funding per their agreements
o Oversees the budget development process including monitoring and management
- Oversees all procurement and logistics processes of identifying appropriate goods and services to be purchased in order to support the Foundation’s needs, manages relationships with key vendors and landlords, and ensures all procurement activities are properly documented and all appropriate approvals are obtained.
- Responsible for compliance with EGPAF, Donor and Govt regulations
o Takes the lead in preparing for and facilitating the auditing activities of the Foundation’s internal auditor, as well as any operational review on behalf of a donor, external auditor, or Malawi Governmental organization.
o Ensures timely foundation and donor reporting
- Supervision of operations team ensuring program activities are adequately supported with excellence
- Oversees the implementation and management of all operational systems and functions necessary for the Foundation’s programmatic activities – namely compliance, accounting, human resources, sub-award management, finance, information technology, procurement and logistics, administration, audit and field operations to deliver projects and fulfil the organization’s mission.
- Oversees a regional operations teams – Provides operational support in establishing and oversight to all Malawi program sub-offices. Ensures sub-offices are properly staffed with operational personnel and that these personnel are properly trained and integrated with the country’s head office operations team.
To be successful, you will need to have:
- Master’s Degree in Business, Accounting and Finance or equivalent required. CPA, CIMA or ACCA professional qualification desired.
- Minimum eight years of experience in managing finance, and U.S. Government grants in an INGO environment.
- Must have minimum five years of experience in supervising and developing staff.
- Experience in working in compliance with rules and regulations of the Malawi Government.
- Must have sound administrative management and leadership experience.
- Must have experience in managing multi-donor budgets
Bonus Points if you:
- Excellent knowledge of Financial Management –
- Experience in managing Logistics, IT, Human Resources and Administration.
- Knowledge of principles and practices governing USAID, CDC and/or other federal grants.
- Highly organized with ability to prioritize, multi-task and take initiative.
- Ability to manage multiple priorities and projects while working as part of a team.
- Strong analytical, oral and written communication skills in English and Chichewa.
- Ability to work under pressure, meet multiple deadlines, and troubleshoot and problem solve.
- Honest, energetic, independent, self-motivated and administratively self-sufficient.
