1.0 Background

The Government of Malawi (GoM) through the National Local Government Finance Committee (NLGFC) has received financing towards the cost of Malawi Social Support for Resilient Livelihood
Project. The NLGFC intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring E-Payment Officer on a three – year contract renewable annually based on performance and availability of financial resources or mutually agreed by both parties.

NLGFC, therefore, invites applications from suitably qualified and interested candidates to fill the
position of E-Payment Officer tenable at the NLGFC Offices. The terms of Reference (TORs) for E-Payment Officer are as follows:

Job Title: E-Payment Officer – Grade M4

Responsible to: E-Payment Specialist

Purpose:

The E-Payment Officer shall assist in the implementation of e-payments for the Social Cash Transfer Program including Scalable and the Climate Smart Public Works Program (CS- PWP) under the IDA supported Social Support for Resilient Livelihoods Project (SSRLP).

Key Roles and Responsibilities

1. Supporting the E-payment Specialist in implementation of the e-payment solution
2. Participating in community level CS-EPWP project meetings and represent the NLGFC e-payments component at community level coordination meetings
3. Continuously undertaking field monitoring of e-payment implementation
4. Supporting in the appeals and case management mechanisms focusing on e-payments in collaboration with other programme partners including councils
5. Preparing reports on the status of the various case management issues raised and their status
6. Investigating and resolving escalated e-Payment processing issues and incident reports.
7. Supporting and ensuring that e-payment key messages are transferred to local government partners, FSPs and beneficiaries while ensuring that there are no gaps
8. Supporting the E-payment Specialist in the collection of appropriate data to input into the
development of the operations manual including and not limited to

a. Onboarding beneficiaries on the payment system either mobile/account
b. Payment process
c. change management (replacement of beneficiary/recipient)
d. Exit process/transition of beneficiaries out of the programme

9. Supporting in training needs assessment to identify the gap for e-payment implementation
and recommend key areas for curriculum development
10. Ensuring close collaboration with all partners at field level including local government, Financial
Service Providers (FSP) development partners, NGOs etc
11. Supporting the e-payments specialist in the following up on all action points raised in meetings
and requiring action from the e-payments component

Required Qualification

Bachelor’s Degree in economics, finance, business administration, social science.

Personal Specifications

At least 3 years’ working experience and understanding the principles, policies, and procedures of social protection systems as well as working in payments systems with knowledge of digital solution, proficiency in technology and computer systems is important, electronic payment platforms and payment ecosystem.

Highly motivated with analytical abilities to assess payment data, identify trends, and generate insights. This includes analyzing transaction data, monitoring payment flows, and detecting anomalies or potential fraud.

Highly motivated with excellent planning, analytical, organisation, communications, interpersonal and time management skills including flexibility, attention to details and ability to work under pressure to meet challenging deadlines.

Effective communication skills to engage with various stakeholders involved in social protection programs, such as government agencies, financial institutions, technology vendors, and beneficiaries.

Good command of spoken and written English

Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.).
E-Payment Officer – shall be recruited for a period of 3 years and the contract shall be renewable annually based on satisfactory performance and subject to availability of funds and availability of financial resources or mutually agreed by both parties.
