Job Description: Finance & Compliance Officer

Organisation: Africa Health Funding Bridge (AHFB)

Location: Lilongwe, Malawi (with regional travel as required)

Position type: Part‑time (approximately 20 hours per week for the first year, with potential to transition to full‑time as AHFB’s portfolio grows)

Reporting to: Director of Operations / Managing Director

Role Purpose

AHFB’s Finance & Compliance Officer provides strategic leadership in financial management, compliance and trust‑building across the organisation’s funding and partnership activities. The officer ensures that all financial, contractual and regulatory processes meet statutory requirements, donor conditions and best practices in corporate governance, thereby safeguarding AHFB’s reputation and strengthening confidence among partners, donors and beneficiaries.

Key Responsibilities

  1. Financial Oversight:
    • Lead budgeting, financial planning and reporting for AHFB projects and pooled funds.
    • Ensure timely, accurate preparation of financial statements, budgets, donor reports and audit schedules.
    • Oversee cash flow management, payroll, tax compliance and internal financial controls.
    • Coordinate external audits and address audit findings promptly.
  2. Compliance & Risk Management:
    • Monitor and ensure compliance with local and international regulations, donor agreements and corporate policies.
    • Develop and update financial, procurement and compliance policies, risk registers and checklists.
    • Conduct due diligence on partners, vendors and projects to assess financial and regulatory risks.
    • Support investigations of irregularities and implement corrective actions.
  3. Contract Management & Legal Liaison:
    • Oversee the drafting, review and negotiation of contracts, memoranda of understanding and grant agreements to ensure compliance with organisational standards and legal requirements.
    • Liaise with external legal counsel on complex contractual or regulatory matters.
    • Maintain a comprehensive contract register and oversee renewals, amendments and terminations.
  4. Stakeholder Engagement:
    • Serve as AHFB’s principal point of contact for donors and partners on financial and compliance matters.
    • Provide guidance and training on financial stewardship, compliance and contractual obligations to staff and implementing partners.
    • Build and sustain trust with corporate funders, development banks, foundations and regulatory authorities through transparent communication and reporting.
  5. Governance & Organisational Development:
    • Support the establishment and governance of pooled funding mechanisms such as the Africa Health Impact Fund, ensuring fiduciary responsibility, transparency and regulatory adherence.
    • Contribute to AHFB’s strategic planning, including expansion into new jurisdictions and development of innovative financing and compliance instruments.
    • Keep abreast of evolving regulations, tax laws and best practices in non‑profit finance and CSR governance, advising leadership accordingly.

Qualifications & Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration or a related field; a Master’s degree is an advantage.
  • Professional certification (ACCA, CPA, CFA, Chartered Accountant or a recognised compliance certification) strongly preferred.
  • 5–7 years of progressive experience in financial management and compliance, preferably within NGOs, foundations or CSR environments.
  • Demonstrated expertise in managing donor‑funded budgets and ensuring regulatory compliance.
  • Familiarity with international accounting standards (IFRS/GAAP), NGO financial regulations and tax laws across African jurisdictions.
  • Experience in drafting and reviewing contracts and working with legal counsel is an advantage.
  • Strong analytical and problem‑solving skills, with meticulous attention to detail.
  • High ethical standards, integrity and discretion when handling sensitive information.
  • Excellent written and spoken English; ability to communicate effectively with diverse stakeholders. Knowledge of local languages is an asset.
  • Proficiency with accounting software, spreadsheets and Microsoft Office. Experience with donor management or compliance systems is a plus.
  • Ability and willingness to travel regionally for meetings, trainings and field monitoring.
