JOB DESCRIPTION: Finance Officer (Global Fund CSS Project)

Position: Finance Officer
Duty Station: MANASO Secretariat – Lilongwe

Position Summary:
The Finance Officer will oversee the financial management of the Global Fund HIV/AIDS and TB project, ensuring compliance with GAAP, MANASO financial policies, and donor requirements. The role will provide strategic financial oversight, manage budgets, ensure accurate reporting, support audits, and build the capacity of project staff in financial management. The Finance Officer will work closely with the MANASO Finance Manager and project team members to ensure efficient, compliant, and transparent use of resources.

Key Responsibilities

  1. Financial Management
  • Maintain a Global Fund compliant financial management and reporting system.
  • Maintain accurately record, verify, and post all financial transactions in line with GAAP, donor regulations, and MANASO financial policies.
  • Support up-to-date ledgers, cashbooks, payroll, and monthly project expenditure report.
  • Review activity retirements and supporting documentation to ensure accuracy and compliance.
  • Prepare monthly project reconciliations and produce timely, accurate financial reports for donor and management.
  • Monitor budget utilization, analyze variances, and provide recommendations to project officers and management.
  • Track and facilitate timely payment to workshop/ activity participants and suppliers
  • Maintain comprehensive and well-organized financial records to support audits and strengthen accountability.
  • Provide project financial management advice and guidance to management for informed decision-making.
  • Ensure compliance with all applicable Malawi statutory and regulatory requirements.
  1. Budgeting, Reporting & Analysis
  • Monitor project budgets and track expenditure against approved plans.
  • Produce timely and accurate financial and budget reports for management and donors.
  • Analyze financial data to identify trends, risks, and required actions.
  • Coordinate with program and M&E teams to ensure financial reporting supports decision-making.
  1. Audits & Compliance
  • Facilitate and oversee Global Fund–required audits.
  • Ensure donor compliance in all financial transactions and reporting.
  • Validate district activity justifications and ensure adherence to financial procedures.
  • Maintain an effective filing system for financial records to support accountability and transparency.
  • Support audit responses and ensure timely implementation of recommendations.
  1. Capacity Building & Mentorship
  • Train and mentor project staff on financial policies and procedures.
  • Support project teams in strengthening financial management across the project.
  • Perform other finance-related tasks as assigned by management to support MANASO goals.

5. Stakeholder Management

  • Liaise with donors, auditors, and partners on financial matters.
  • Represent MANASO at relevant meetings and financial discussions.
  • Build and maintain strong working relationships with internal and external stakeholders to ensure smooth project operations.
  1. Qualifications & Experience
  • Degree in Finance, Accounting, Business Studies, or equivalent.
  • Professional certification such as ACCA or CIMA.
  • Registered member of the Institute of Chartered Accountants in Malawi (ICAM).
  • Minimum of 5 (5) years of progressive experience in financial management.
  • Experience in Global Fund or donor-funded projects is an advantage.
  • Working knowledge of accounting software.

  • Ability to manage multiple priorities and Strong knowledge of Malawi labor laws, financial regulations, and donor compliance.
  • Experience working with donor-funded projects especially Global Fund and CSOs is an advantage.
  1. 8. Safeguarding

The candidate is expected to demonstrate commitment to safeguarding the rights of children, adolescents, women, and marginalized groups. Any person with a criminal history in relation to Sexual Exploitation, Abuse, or Harassment (SEAH) will not be considered. The successful candidate will undergo police clearance and will be required to sign a declaration form to abide by MANASO’s PSEAH Policy. In addition, the successful candidate will be subject to thorough reference checks.
