Overview

The National Oil Company of Malawi (NOCMA) whose main objective is to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th of December 2010 and commenced its operations in 2012. NOCMA is responsible for managing the Country’s 60 million litres Strategic Fuel Reserves facilities situated in Blantyre, Lilongwe and Mzuzu, and smaller depots in Chilumba, Chipoka and Mchinji.

Over the past thirteen (13) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent (10%) in 2015 to an average of sixty-five percent (65%) in 2023/2024 and this has been matched with growth in institutional capacity and investments to enable efficiency and effectiveness in executing its mandate.

In its drive to ensure improved and sustained efficiency and effectiveness in delivery of its mandate, NOCMA is seeking to recruit qualified and experienced candidates to fill the following highly rewarding positions that have arisen within the Company.

INTERNAL AUDIT OFFICER – FINANCE (NOC06) – CODE: IAO-F2024 – Tenable at Head Office in Lilongwe

PURPOSE

To provide internal audit and consulting services, compliance, efficiency, and effectiveness in ensuring financial operations.

KEY DUTIES AND RESPONSIBILITIES

  1. Assist in the development and review of annual audit plans.
  2. Review the design of accounting and internal control systems, monitoring their operation through risk assessment and detailed testing.
  3. Implement financial audit activities and programs.
  4. Assist in identifying and documenting value adding insights on business operations for discussion with management and inclusion in audit reports.
  5. Conduct investigations on incidents of fraud, theft, forgeries, accidents, and other losses, advising on remedial measures.
  6. Review the economy, efficiency, and effectiveness of operations.
  7. Review compliance with laws, regulations, internal policies, and other directives.
  8. Liaise with other assurance providers to avoid duplication and ensure adequate coverage of audit areas.
  9. Assist in the facilitation of risk management training.
  10. Review functional/departmental risk registers.
  11. Perform any other duties relevant to the post.

REPORTING LINES AND SUPERVISORY RESPONSIBILITY

The Internal Audit Officer – Finance reports to the Internal Audit Manager. The post has no supervisory responsibility.

THE PERSON
The required candidate should have the following competences, skills, and attributes:

  1. Planning and organizing ability in planning and organizing for delivery of required outputs.
  2. Performance management – ability in staff supervision and motivation.
  3. Communication and reporting – ability to prepare and present professionally researched papers that comply with standard policies and other requirements.

QUALIFICATIONS AND EXPERIENCE

  1. A Bachelor’s Degree in Accounting or Bachelor’s Degree in Applied Accounting, Auditing & Information Systems, or any related field, from an accredited institution.
  2. Full & current membership of a relevant professional body is an added advantage.
  3. A minimum of four (4) years’ cumulative work experience, three (3) of which should have been spent at the same level in a similar role.
