Position: M&E Officer
Duty Station: MANASO Secretariat – Lilongwe

Position Summary:

The M&E Officer will coordinate monitoring, evaluation, accountability, and learning for the Global Fund CSS project. The role ensures high-quality data collection, reporting, and analysis to inform decision-making, strengthen community systems, and enhance service delivery. The officer will also support capacity building of MANASO staff, community structures, and CBOs, and contribute to financial management, stakeholder engagement, and resource mobilization.

Key Responsibilities by Component

  1. Capacity Building
  • Build the capacity of MANASO staff, community structures, and CBOs on M&E principles, tools, and practices.
  • Provide mentorship, on-the-job training, and technical support to staff and volunteers for effective project implementation.
  • Develop training materials and standard operating procedures for M&E and program performance monitoring.
  1. Monitoring
  • Ensure systematic tracking of project activities against agreed work plans, targets, and Global Fund indicators.
  • Develop and implement monitoring tools such as scorecards, dashboards, and performance checklists.
  • Align monitoring activities to health outcomes and project objectives.
  1. Data Collection, Validation & Analysis
  • Design and oversee data collection processes at community and facility levels.
  • Conduct data validation, verification, and quality checks to ensure accuracy and completeness.
  • Analyze quantitative and qualitative data to identify trends, gaps, and performance insights.
  • Support operational research and evaluation activities for learning and program improvement.
  1. Data Management
  • Maintain and update centralized project databases for timely access and reporting.
  • Ensure secure storage, backup, and confidentiality of project data.
  • Prepare and maintain documentation of M&E processes, guidelines, and lessons learned.
  1. Reporting
  • Produce high-quality, timely monthly, quarterly, and annual reports for internal and donor requirements.
  • Translate data and analysis into actionable recommendations for project improvement.
  • Support narrative reporting and development of knowledge products for stakeholders.
  1. Financial Management
  • Support budget tracking and financial monitoring of M&E activities.
  • Collaborate with finance staff to ensure compliance with donor regulations and organizational policies.
  • Contribute to cost-effective planning and resource allocation for M&E functions.
  1. Stakeholder Management
  • Liaise with government, district health offices, community structures, CBOs, and other partners to coordinate M&E activities.
  • Represent MANASO in M&E and CSS-related forums at district and national levels.
  • Facilitate feedback loops and community accountability mechanisms.
  1. People Management
  • Supervise and guide field staff, data clerks, and volunteers involved in project data activities.
  • Conduct performance appraisals and support professional development of M&E personnel.
  • Promote a collaborative, supportive, and accountable work environment.
  1. Resource Mobilization
  • Support the identification of funding opportunities related to M&E, community systems strengthening, and HIV/TB programs.
  • Contribute to proposal development, budgets, and donor reporting to mobilize resources for project expansion.
  • Document and share successful project models to attract additional support.
