Project Hope Namibia in Malawi (PHN-MA) seeks qualified Malawian candidate to fill various positions for the USAID funded Ana ndi Achinyamata Patsogolo Activity (ANAPA) Project, a project aimed at preventing new HIV infections and improve the health wellbeing and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV. ANAPA will be implemented in high HIV burdened nine districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). The program focus on Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM). The approach is also including but not limited to System Strengthening, Continuous Quality Improvement (CQI) in close collaboration with Government of Malawi (GoM).

1. OVC Case Management Advisor (1)

Reporting to: OVC Technical Lead

Duty Station: National (Blantyre).

Job Summary: Reporting to the OVC Technical Lead, the OVC Case Management Advisor (OCMA) will provide strategic leadership and technical expertise in the design and implementation of HIV sensitive case management. Guided by the Child Protection National Framework, the OCMA will be providing technical guidance and strengthening integration of HIV/GBV protection, health facility and community-based child protection case management system, parenting and household economic strengthening. This position will focus on the HEALTHY Domain and ensuring coordinated identification, enrollment, retention, and provision of a continuum of health and social protection services to CAFYW in ANAPA project in close collaboration with clinical, KP and other community implementing partners.

Specific Responsibilities and Duties:

    • Lead the design and implementation of HIV sensitive case management by ensuring collaboration with the OVC Case Management & Parenting,

    • Oversee, plan, and coordinate all case management activities including training of government and project staff in HIV sensitive OVC case management, child safeguarding and positive parenting.

    • Support strengthening of the existing national level coordination and collaboration mechanism for child protection.

    • Provide strategic advice and technical support to key Government Ministries and Departments, as well as project staff on case management design and implementation.

    • Lead the development and oversee implementation of case management, standard operating procedures, tools, job aids and guidelines.

    • Coordinate the development of Gender and HIV/GBV Prevention, Parenting, Referral and linkages SOPs and tools.

    • Collaborate with the CAFYW Specialist and CM & CE Coordinator in developing strategies to strengthen bi-directional facility/community linkages

    • Oversee and ensure case conferencing to support abuse cases, index testing, retention on care, ART adherence and viral load suppression for children and adolescents living with HIV in collaboration with clinical partners and other stakeholders.

    • Provide supportive supervision and mentorship of case management actors and program staff and ensure harmonization of the project deliverables in all result areas.

    • Analyze and monitor trends, opportunities and challenges in the case management system and provide technical support as needed.

    • Liaise with the M&E team in tracking and reporting

Minimum Qualifications, expérience and required skills :

    • Master’s degree in public health, Social Work, or any Social Sciences with similar qualifications.

    • At least 7 years’ experience working on a large project and experience with USAID funded programs/projects necessary.

    • Proven experience in designing, coordinating, and implementing OVC or Youth HIV programs and PEPFAR supported activities is a plus.

    • Proven experience in implementing OVC interventions and programing, HIV Sensitive case management, direct service to OVC households and knowledge of HIV/AIDS service delivery among positive caregivers and children.

    • Knowledge of capacity building initiatives, including mentorship, and coaching of the case management workforce.

    • Proven leadership qualities, depth and breadth of technical expertise and experience, and strong interpersonal skills.

2. Job title: Implementation Lead

Reports to: Chief of Party, ANAPA Project

Location: Blantyre, Malawi with frequent travel in the 9 implementation districts

Job Summary: Responsible for all bottom-up, District-level implementation of the ANAPA project rollout and implementation in nine Districts for OVC and DREAMS programs. S/he remotely and in-person supervises nine direct reports, oversight on the ground sub-partners implementation. The position holder also ensures smooth direct and dotted line relationships between technical (OVC Lead and DREAMS Lead), Systems Strengthening Advisor and Finance and Admin staff and ANAPA Leadership. The Implementation Lead oversees cost effective and compliant operations at nine District offices, represents ANAPA with District authorities, stakeholders and partners, and ensures smooth coordination and collaboration with the Program Leads for OVC and DREAMS. S/he will also oversight, program quality, CQI and M&E at District level in close coordination with Sub-partners. S/he coordinates training rollout to District level through thorough planning, coordination and implementation.

Duties and Responsibilities

  • Lead bottom-up implementation and operation across regions, ensuring that area offices and partners achieve targets according to the donor deliverables, central and district work plans, as agreed with local authorities.

  • Supervise nine District level direct reports and up to 2,000 district and community level staff

  • Ensure evidence-based joint work planning, implementation, supervision, monitoring and evaluation across districts

  • Facilitate effective and regular communication and coordination across districts and district level GoM structures.

  • Provide oversight for availability and proper usage of the resources (developed SOPs, guidelines, tools in the implementation of the interventions in all ANAPA districts

  • Develop standards and strategies for assessing and improving project administrative management systems and ensure their implementation.

  • In collaboration with the M&E Team, provide an oversight on reporting and feedback systems to compliment the Technical Leads.

Minimum Experience, Qualifications

  • Master’s in public health management, Health, Social Sciences, Development Studies, Business Administration or related field.

  • 7+ years of experience in on-the-ground program management in Malawi.

  • Minimum 3 years of senior management experience, including demonstrated experience in managing remote teams.

  • Demonstrated experience in managing donor-funded programs with similar scale and complexity.

  • Demonstrated experience with US Government Agreements and/or Contracts for an NGO, and familiarity with health, development issues and the international donor community.

  • Familiarity with sound systems of operational, financial and administrative control, particularly in managing remote district office teams.

3. OVC Case Management & Parenting Specialist (1)

Reporting to: OVC Case Management Advisor

Duty Station: Blantyre

Job Summary: Will provide strategic leadership and technical expertise in the design and implementation of all Parenting, Early Childhood Stimulation (ECS) interventions and HIV Sensitive Case Management with focus on using evidence-based curriculums designed to improve positive parenting and practices for OVC. S/he supports identification, enrollment, retention, and provision of a continuum of parenting, health and social protection services to CAFYW in ANAPA project in close collaboration with clinical, KP partners and other community implementing partners; and ensuring all parenting and ECS activities lead to reduced HIV/GBV/VAC/VAEN, improved intake of HTS services; reduced MTCT rates, Improved ART adherence, and Improved viral load suppression for OVC.

Specific Responsibilities and Duties:

  • Lead the design and implementation of HIV & gender sensitive PARENTING/ECS interventions using evidence based and best practices.

  • Support planning, and coordination of case management activities under HEALTH domain including training of government and project and partner staff in HIV sensitive OVC case management, child safeguarding and to ensure delivery of high quality integrated comprehensive services to CAFYW.

  • Lead in planning and coordination of Parenting training for government and project staff

  • Lead the development and implementation of parenting and all related referral and linkages standard operating procedures, tools, job aids, guidelines.

  • Collaborate with the CAFYW Specialist and CM & CE Coordinator in developing strategies to strengthen bi-directional facility/community linkages towards improved CAFYW continuum of care with focus on optimizing health, GVB/VAC and social protection services.

  • Provide supportive supervision and mentorship of parenting, case management actors and program staff to ensure harmonization of the project deliverables in all result areas.

  • Design, integrate and support implementation of parenting and ECS services onto other existing programming platforms such as Villages Savings and Loans Association.

  • Liaise with the M&E team in tracking and reporting related targets and development of quarterly and annual progress reports.

4. HIV Prevention Technical Specialist (1) – Re-advertised

Reporting to: AGYW & Prevention Services Technical Lead

Duty Station: National (Blantyre).

Job Summary: Reporting to the AGYW & Prevention Services Technical Lead, the Technical Specialist – HIV Prevention supports the implementation of all prevention program aspects of Ana ndi Achinyamata Patsogolo in 8 districts in the Southern Region of Malawi. The role is critical in supporting development of an integrated child and youth strategy that is evidence-based, age, gender and HIV sensitive to address the comprehensive social asset building needs of OVC and AGYW. The HIV Prevention Technical Specialist will provide technical leadership for high-quality, evidence-based DREAMS programming and service delivery. He/she will inform the project’s social and structural change approaches to HIV prevention in high-prevalence settings, as well as appropriate combination prevention and youth livelihoods strategies and interventions. He/ she will have expertise in prevention activities for adolescents and youth, new prevention technologies, evidence-based implementation theory and methodologies, and effective social and behavioral change communication (SBCC), and biomedical approaches to HIV prevention. He/she will work closely with the Technical Specialists for CAFYW, Gender and GBV and Economic Strengthening.

This position will report to the Technical Lead AGYW and Prevention Services and will have the following responsibilities:

Specific Responsibilities and Duties:

  • Provide guidance to the ANAPA HIV Prevention program in the DREAMS Program as well as the OVC Program

  • Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of DREAMS programming Focusing on vulnerable Adolescent Girls and Young Women (AGYW), including SBCC and bio-medical approaches to HIV prevention

  • Oversee the development, implementation, and monitoring of DREAMS and AGYW livelihoods quality improvement activities.

  • Monitor and report on DREAMS quality assessment, improvement, and assurance for community DREAMS programing and DREAMS in Tertiary Institutions

  • Assist SI Technical Specialist with coordinating and evaluation activities to ensure data supports the achievement of program objectives

  • Play a key liaison and coordination role in supervising the planning and implementation of all training, assessment, and materials development and distribution activities, ensuring that all activities are properly and timely performed and that outputs are accomplished and delivered according to the agreed work plans.

Minimum Qualifications, expérience and required skills :

  • Master’s Degree in Public Health (with a focus on HIV/AIDS), Social Sciences or related – field

  • A practical knowledge of the DREAMS program and layered services is preferred

  • At least 7 years of experience in social and structural HIV prevention, DREAMS programming and service delivery in Malawi, including addressing social and structural change as well as combination prevention approaches.

  • Comprehensive knowledge of the health context and structural issues in Malawi including socioeconomic, institutional and policy issues that are related to essential services in HIV prevention, and AGYW Health

  • Demonstrated leadership and technical skills in HIV prevention with key target groups in Malawi, applying new prevention technologies, and utilizing effective health promotion approaches.

  • Demonstrated technical skills in HIV prevention related AGYW Livelihoods programming, including employability and entrepreneurship programming with priority populations, including adolescents and young women.

5. Position: Economic Strengthening (ES) Specialist (1)

Reporting to: AGYW Technical Lead

Duty Station: National (Blantyre)

Job Summary:

Reporting to AGYW Technical Lead, the Economic Strengthening (ES) Specialist will play a pivotal role in driving economic strengthening initiatives within the ANAPA Project. This position will focus on developing and implementing evidence-based interventions to enhance the economic well-being of Adolescent Girls, Young Women and their families. Under the guidance of the Technical lead of AGYW and Prevention Services, the Technical Specialist Economic Strengthening will be responsible for supporting and managing the technical implementation of the household economic strengthening aspects of the USAID funded Ana ndi Achinyamata Patsogolo project in 8 districts in the Southern Region of Malawi and Lilongwe in the Central. The role is critical in the translation of OVC and DREAMS Program household economic strengthening plans into activities, outputs, outcomes that ensure adolescent girls and young women and their families are thriving and resilient.

Specific Responsibilities and Duties:

  • Lead the design and development of innovative, cost-effective, and evidence-based ES approach of ANAPA.

  • Lead the development of the ES component of ANAPA work plan.

  • Oversee the implementation of ES interventions, ensuring fidelity to implementation.

  • Lead the development and oversee implementation of private sector engagement strategy.

  • Lead the development and oversee implementation of mentoring/coaching strategy for VCAY engaged in entrepreneurship/wage employment.

  • Lead the conduct of labour market assessment and ensure utilization of the findings to identify growing markets for entrepreneurship/wage employment.

  • Provide technical assistance and training to project staff and partners on ES strategies.

  • Collaborate with Ministry of Youth and the Department of Community Development for the adoption of evidence-based ES approach at national level.

  • Provide technical assistance to strengthen multisectoral coordination and collaboration mechanisms for ES.

  • Monitor and evaluate the impact of ES interventions and make data-driven recommendations for improvement.

Minimum Qualifications, expérience and required skills

  • Master’s degree in Economics, Business Administration, Business Management, Agribusiness, Entrepreneurship, Development Studies, or a related field.

  • Minimum of 7 years of experience in economic strengthening programs, preferably in the context of youth and adolescent development.

  • Practical knowledge of the OVC and DREAMS programs preferred.

  • Practical knowledge of the Siyakha Model preferred

  • Proven experience in private sector engagement and partnership development.

  • Strong knowledge of financial literacy, entrepreneurship, and livelihood development.

  • Practical experience in entrepreneurship.

6. Position: Economic Strengthening/PSE Coordinator

Reports To: Economic Strengthening Specialist

Duty Station: National (Blantyre)

Job Summary: The ES Coordinator will be responsible for establishing and nurturing partnerships between ANAPA and various private sector entities. This individual will play a critical role in establishing a strong network of private sector partners (PSP) at all levels.

Major Responsibilities:

  • Lead the institutionalization and integration of PSE into the full cycle of ANAPA

  • Mapping the private-sector landscape in the 9 Districts

  • Serve as a point of contact for the PSE.

  • Building staff capacity on PSE.

  • Promote awareness about PSE.

  • Use PSP advisory groups and other platforms for early and ongoing engagement of the private sector.

  • Lead the development and implementation of relationship-management plan targeting PSP, business networks and associations.

  • Provide technical assistance to national level HIV/AIDS coordination structures to engage the private sector.

  • Support the ES Specialist in labor market assessment

  • Support Economic Strengthening Officers (ESOs) to establish, strengthen and maintain PSP advisory groups at local level.

Minimum Qualifications and Experience

  • Bachelor’s degree in economics, business administration, business management, entrepreneurship, development studies, or a related field.

  • Minimum of 5 years of experience in PSE, corporate partnerships, or related roles.

7. Position: Community Engagement Coordinator. (1)

Reporting to: Gender and GBV specialist

Duty Station: National (Blantyre). Job Summary: Will be responsible for leading community mobilization and engagement efforts within the ANAPA. Will focus on building strong partnerships with local communities, stakeholders, and traditional leaders to create an-enabling environment for vulnerable children, adolescents, and youth (VCAY) to thrive.

Specific Responsibilities and Duties:

  • Develop and implement community engagement strategies that align with ANAPA goals and objectives.

  • Build the capacity of ANAPA field staff to establish and nurture relationships with community leaders, local organizations, and stakeholders.

  • Support field staff to establish and train community advisory groups and committees.

  • Develop and implement male engagement activities.

  • Develop and implement participatory community mobilization strategies.

  • Build the capacity of staff, local partners and government partners on male engagement and participatory community mobilization.

  • Support the adoption of evidence-based curriculum on participatory community mobilization at national level.

Minimum Qualifications, expérience and required skills :

8. District Team Lead (8)

Reports to: Implementation Lead Duty Station: Blantyre, Chikwawa, Zomba, Phalombe, Mulanje, Thyolo, Machinga, Mangochi. Job Summary: Reports to Implementation Lead with dotted lines with the OVC and AGYW Technical Leads. S/he will be coordinating and overseeing the implementation of Ana ndi Achinyamata Patsogolo Activity (ANAPA), focusing on ensuring effective program implementation, stakeholder engagement, quality assurance and achieving ANAPA objectives.

Specific Responsibilities and Duties:

  • Lead district level work plan development, implementation and ensure its alignment with the District Implementation Plan (DIP)

  • Lead and provide managerial and technical support in implementation of ANAPA in the assigned district,

  • Ensure quality services are provided in line with PEPFAR/USAID and GOM policies, guidelines, and standards.

  • Lead the operations by coordinating and promoting integration (multidisciplinary) approach in implementation of ANAPA.

  • Coordinate and network with stakeholders, partners, and government authorities at district level.

  • Coordinate capacity building activities (supportive supervision, mentoring and CQI)

  • Develop and manage budget and resources for the district on bi-weekly or monthly basis and lead financial and program reporting in close collaboration with program and finance.

  • Maintain high standard of compliance and audit standards. Oversight compliance among staff and set the tone high on compliance to prevent, detect and act on any form of fraud.

Minimum Qualifications, expérience and required skills :

  • Bachelor’s degree in public health, project management, social sciences, social work, development studies, economics, or a related field. Those with a Master’s Degree will have an added advantage.

  • Prior experience in the management and implementation of USAID funded HIV Prevention and/or OVC Programs.

  • Extensive knowledge and experience working with the local government structures

  • Knowledge of HIV prevention, behavior change and communication, sexual reproductive health, gender mainstreaming into HV and AIDS programming

9. Economic Strengthening Officer (ESO) (8)

Reporting to: District Team Lead Duty Station: Blantyre, Chikwawa, Zomba, Phalombe, Mulanje, Thyolo, Machinga, Mangochi. Job Summary: Reporting to District Team Leader, the Economic Strengthening Officer (ESO) is responsible for the coordination and implementation of evidence-based economic strengthening interventions for Adolescents, their Families and Young Women (AFYW). Working closely with ANAPA participants and community partners, the ESO will implement a range of strategies and initiatives to empower AFYW with skills, knowledge, and resources to improve their livelihoods and economic opportunities.

Specific Responsibilities and Duties:

  • Lead the development and implementation of the ES component of ANAPA work plan at the district level.

  • Participate in district wide labour market assessment (LMA).

  • Lead AFYW led LMA.

  • Build the capacity of Community Care Workers and Parenting Session Facilitators on the ES component of ANAPA.

  • Lead training of AFYW and caregivers on financial literacy.

  • Conduct assessment to identify AFYW and caregivers who need intensive (comprehensive) ES interventions.

  • Collaborate with ANAPA participants and staff to develop tailored economic strengthening plans, considering AFYW and caregivers existing skills and resources.

  • Lead the training of AFWY and caregivers on entrepreneurship and employability skills.

  • Link eligible AFYW and caregivers to vocational training and internship.

  • Lead the implementation of village saving and loan groups for AFYW and caregivers.

  • Facilitate access for AFYW to microfinance institutions and other financial services.

  • Coach and mentor AFYW and caregivers in starting and managing entrepreneurship and income-generating activities (IGA).

  • Create a network of private sector partners and collaborate with government, CSOs and the community at large to create economic opportunities for AFYW and their caregivers.

  • Identify market opportunities and link AFYW and caregivers involved in IGAs to markets for their products or services.

  • Regularly track the progress of AFYW and caregivers and measure the impact of economic strengthening interventions.

  • Work with the Government of Malawi to register group and individual business for AFYW

  • ES data collection, data entry, data analysis and presentation.

10. Social Welfare Officer (8)

Reporting] to: District Team Leader

Duty Station: Blantyre, Chikwawa, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba

Job Summary: Will be overseeing the implementation of the PHN ANAPA child protection as well as GBV/VAC prevention and response services. S/he will be responsible for assessing clients’ needs, developing care plans, connecting them to appropriate services, and advocating for their well-being, and working closely with community level PHN ANAPA staff, clients, families, and community resources to address a range of social and emotional challenges.

Specific Responsibilities and Duties:

  • Lead the development and implementation of the district level work plan on the OVC comprehensive and OVC preventive components of ANAPA.

  • Support relevant GBV prevention, detection, and response interventions under the OVC & DREAMS component of ANAPA to ensure leveraging of resources and AGYW benefiting from both programs.

  • Support monitoring of Viral load to ensure viral load suppression among CAFYW living with HIV.

  • Support and strengthen identification and linkage of CAFWY through intensified clinic and community case finding, index testing, and contact tracing.

  • Provide trainings, mentorship, support supervision and coaching to coordinators, CPWs, Facilitators and Case Workers and government staff in Case Management principles.

  • Strengthen bi-directional facility/community linkages towards improved CAFYW, continuum of care with focus on optimizing health and social services and ensure case conferencing takes place between health facility and social welfare staff to support.

  • Oversee the implementation of PHN’s child safeguarding policy and ensure CAFYW are safe and accesses non-clinical post violence care services.

  • Support the strengthening of the referral linkage system for child protection services.

  • Link survivors of violence, abuse, exploitation, and neglect to police, legal counsel, and child protection services including shelter/care facility or kinship care placement.

  • Oversee the community and facility linkage, implementation of positive parenting, SKILLZ and support NMN girls and boys and CBIM.

  • Liaise with the M&E team in tracking and reporting related targets.

Minimum Qualifications, experience and required skills:

11. Position: Youth Officer

Reports To: District Team Leader. Duty Station: Blantyre (2), Zomba (5), Machinga (4), Phalombe (3) Job Summary: The District Youth Officer is responsible for the coordination and implementation of evidence-based programming for Adolescents, their Families and Young Women (AFYW) and Adolescent Boys and Young Men (ABYM). Working closely with ANAPA participants and community partners, the Youth Officer will implement a range of strategies and initiatives to empower AGYW with skills, knowledge, and resources to improve their livelihoods and economic opportunities in HIV Programming.

Major Responsibilities:

  • Ensure strong collaboration with the AGYW TWG at District level on the implementation of AGYW programs.

  • Take lead in and provide overall oversight over and coordination of implementation of DREAMS services in the communities and health facilities for the project.

  • Develop a workplan in collaboration with other District Officers on the implementation of the AGYW and OVC programs that target young people.

  • Build the capacity of the District teams, Facility and community health workers to provide services on DREAMS initiative as per the DREAMS NextGen guideline

  • Work with the ES Officer, Gender Officer, SW Officer in the completion of DREAMS layering services.

  • Work with service provision partners in the provision of DREAMS secondary Services

  • Provide technical assistance for DREAMS services through trainings and on-site mentorship for fidelity delivery of AGYW programming.

  • In liaison with the M&E team, ensure that reporting and documentation of results from the DREAMS implementation is done timely.

  • Closely coordinate with Ministry of Health and roll out the implementation of DREAMS services\.

  • Support establishment of community and facility Continued Quality Improvement support implementation of AGYW risk reduction plans.

12. Job Title: Monitoring Evaluation & Learning (MEL) Officer (8)

Reports to: MEL Specialist Location: Blantyre, Mangochi, Machinga, Thyolo, Phalombe, Chikwawa, Mulanje, and Zomba. Job Summary: The District Monitoring, Evaluation, and Learning Officer will ensure the district MEL-specific activities are executed as expected. S/he will conduct data analysis and advocate for data usage for performance measurement of HIV Prevention services within the district. Train and mentor cluster and health facility-based data clerks, CCWs district and other health workers on monitoring and evaluation. Support MEL activities at all ANAPA sites and Catchment areas. He/she will be responsible for the district’s overall data management with guidance from the MEL Specialists.

Duties and Responsibilities

  • Collaborate with District Team Leads (DTL) to ensure timely data collection, analysis, and reporting for the ANAPA project.

  • Support MEL activities at all ANAPA project sites within the district, including training, DQAs

  • Conduct site visits to support, validate and verify all project data at the site and catchment level with cluster and facility based DECs.

  • Compile and submit weekly, monthly, quarterly, and annually to ANAPA DTLs and MEL team at the National Level.

  • Coordinates routine data verification processes with catchment based DECs to ensure completeness, cleanliness, and accuracy, resolving discrepancies using standard procedures or addressing discrepancies in source documents.

  • Verifies entered client/beneficiary data by reviewing, correcting, deleting, or re-entering data; eliminates data duplication per DHIS2 Tracker data quality rules.

  • Regularly test DHIS2 Tracker system changes and upgrades by inputting new data and reviewing output in collaboration with Project HOPE’s MEL personnel.

  • Serves as Point of Contact for DHIS2 Tracker and other MEL-related activities for the district.

  • Attend project-related and district data review meetings.

  • Is part of the District’s Continuous Quality Improvement/ Management (CQI/M) team.

  • Analyses data routinely and prepares a progress-to-target report for the District Team and other field staff as necessary.

  • Support Research Knowledge Management and learning advisor in organising data collection at the district level.

Qualifications and experience required:

  • A bachelor’s degree in public health, Epidemiology, Statistics/Applied mathematics and statistics or related fields with at least 3 years of related work experience in M&E, data management and analysis in the health sector.

  • Previous experience in DREAMS and OVC programs is an added advantage.

13. Community Linkage Coordinator (29)

Reporting to: Social Welfare Officer

Duty Station: PHN, ANAPA Cluster Level Office in the 8 districts of Blantyre, Chikwawa, Machinga, Mangochi, Mulanje, Phalombe, Thyolo, & Zomba.

Job Summary: S/he will be leading the planning and implementation and coordination of PHN ANAPA activities in the cluster (Catchment Areas) assigned in. Ensuring smooth linkage of CAFYW between the Clinical, KP and social partners, operations, and driving positive outcomes for project participants. Works closely with the multidisciplinary teams, government counterparts, program participants and the community at large to achieve ANAPA results.

Specific Responsibilities and Duties:

  • Develop and implement detailed site level plan

  • Collaborate with clinic staff from relevant departments (ANC, early infant diagnosis (EID)/Immunization, PMTCT), TB, ART, STI) and other Government line ministries & structures to identify and enroll the project beneficiaries.

  • Collaborate with MoH or clinical partners to jointly monitor viral load and share data on viral load for all CLHIV and their caregivers and manage those with high viral load to ensure they suppress.

  • Oversee/assist CCWs to support viral load monitoring at community level and conduct mentorship on root cause analysis and service provision for those with high viral load.

  • Support the CPWs to convene regular case conferences at clinics for CALHIV cases,

  • Foster strong collaboration with key stakeholders at cluster level while treating each facility as unique entity and strengthen site level referral linkage system.

  • Providing continuous follow-up and monitoring of new HIV-positive to support disclosure and referring for index testing.

  • Collaborate with the MEL Officer & Data Enter Clerks to implement site level CQI process.

Minimum Qualifications, expérience and required skills :

  • Diploma in health or social work-related fields, and those with bachelor’s degree will

be added advantage.

  • Minimum of 3 years of experience in HIV sensitive Child Protection Case Management, community development, Community/Clinical linkage or related field.

14. SASA! Coordinator (18).

Reports to: District Social Welfare Officer Duty Station: Blantyre (3), Chikwawa, Zomba (5), Phalombe (2), Mulanje (1), Thyolo (1), Machinga (2), Mangochi (1)

Job Summary: “SASA!” means “NOW!” in Kiswahili, emphasizing the urgent need to prevent violence against women. SASA! Is also an acronym for it four phases: Start, Awareness, Support and Action. The coordinator will lead the roll out and monitoring of SASA! program (Sasa! Faith and Sasa! Together) in his/her District. SASA! Coordinator reports to District Team Leader.

Specific Responsibilities and Duties:

  • Lead the development of site level work plan and implementation of SASA! Together and Sasa! Faith.

  • Promote the SASA! component of ANAPA using various platforms.

  • Identify catchment areas (Traditional Authorities) suitable for implementation of SASA!

  • Support mapping of selected communities to identify service providers with a focus on violence prevention and mitigation.

  • Support to strengthen the referral linkage system.

  • Lead the identification of Community Activists (CAs) and Community Leaders (CLs) and formation of Community Action Groups

  • Organize monthly SASA! Together review meetings.

  • Work closely with the District MEL Officers and District Data Entry Clerks to collect data, analyze data and use data for decision making using the following SASA!

Minimum Qualifications, experience and required skills:

• Diploma in social work, gender studies, community development, public health, or a related field. Those with bachelor’s degree is a plus.

• At least 3 years of experience in community mobilization, participatory learning and facilitation approaches, behavior change interventions and related fields.

• Previous work experience on prevention of violence against women has an advantage.

15. DREAMS Ambassador (4).

Reporting to: District Team Lead

Duty Station: Phalombe, Blantyre, Zomba and Machinga

Job Summary: The main responsibility of the DREAMS Ambassador is to promote and coordinate the DREAMS [Adolescent Girls and Young Women (AGYW)] component of PHN ANAPA in the district she is assigned. Reporting to District Team Lead, the DREAMS Ambassador will also support the meaningful engagement of AGYW in the implementation of the ANAPA.

Specific Responsibilities and Duties:

  • Map partners working on AGYW programming at the district level.

  • Coordinate quarterly review meetings of partners’ working on AGYW programming.

  • Promote the DREAMS component of ANAPA using various platforms including social media.

  • Educate on, advocate for and champion SRH services including PrEP, contraception options, and post violence care.

  • Foster meaningful engagement of the youth:

  • Participate in the design, implementation, and monitoring of the DREAMS component of ANAPA

  • Serve as a member of district level Youth Advisory Committees.

  • Serve as a member of the ANAPA Youth Programming Assessment Committee.

  • Lead program participant consultation to identify barriers and facilitators of DREAMS service utilization.

  • Participate in National AGYW Forums, and regional if need be

  • Participate in Multidisciplinary Team Meetings at Health Facility Level.

  • Attend national and international workshops and conferences.

  • Compile and share reports with the District Team Leader.

  • AGYW aged 18 – 30 years who have completed the DREAMS program.

  • Minimum education level of a post-secondary certificate or diploma in a related field, degree will be added advantage.

  • Able to speak the local language largely spoken in the district of choice.

  • Effective communication and interpersonal skills.

  • Willing to share personal experiences on use of SRH and HIV services through peer platforms (including social media).

  • Strong passion for advocating for AGYW’s health and rights.

  • Being a social media influencer (at least 2000 followers on Instagram or TikTok) or affiliated with youth led organization or served in leadership position as a representative of the youth (e.g., school prefect/head student).

16. Families Matter Program (FMP) Facilitator (40).

Reporting to: District Team Lead

Duty Station: Blantyre, Phalombe, Zomba and Machinga

Job Summary: Reporting to the District Team Lead, the FMP Facilitator will be responsible for the delivery of community-based behavioural intervention with fidelity to small groups of parents/caregivers following a pre-established curriculum. for the delivery of FMP trainings for caregivers of VCAY with fidelity.

Specific Responsibilities and Duties:

  • Support the Social Worker to develop the FMP component of the district ANAPA work plan.

  • Lead the day-to- day activities of FMP including the necessary materials.

  • Collaborate with other ANAPA staff, community members and former graduates of FMP to mobilize FMP participants.

  • Enrol FMP participants and conduct pre-intervention survey.

  • Implement FMP curriculum with fidelity:

    • Lead discussions on sensitive topics in an inclusive manner while keeping the discussion on track and giving feedback.

  • Use tools during facilitation (e.g., audio equipment, visuals, flipcharts to record participant responses).

  • Model communication skills and parenting behaviour and answer questions.

  • Implement Standard Operating Procedures for responding to trauma or disclosure of child sexual abuse (CSA) when necessary and attending regular staff meetings and trainings throughout the project.

  • Create a safe and respectful environment for caregivers to share experiences, discuss challenges, and learn from each other.

  • Conduct immediate and 6 months’ post-intervention surveys.

Reports to: District MEL Officer Location: Blantyre (4); Mangochi (3), Machinga (3), Thyolo (3), Phalombe (3), Chikwawa (2), Mulanje (2), and Zomba (7) Job Summary: DECs will be responsible for data entry, quality assurance, mentorship, analysis, and reporting for DREAMS and OVC activities. He/she will also provide support and verify data for site-specific or district-wide activities under the guidance of the District MEL Officer. The DEC will work directly with community-based cadres to ensure data captured in District Health Information System 2 (DHIS 2) and paper-based files are filed and maintained accordingly.

Duties and Responsibilities

  • Support timely data entry into the DHIS2 to ensure accurate and timely input of project-related information, supporting MER activities for the ANAPA program.

  • Provide first line of data management support to frontline staff responsible for capturing data, such as DREAMS Club Mentors.

  • Verifies data for completeness, cleanliness, accuracy and documents-related data quality challenges.

  • Provides first-line support on data management processes at facility and district level.

  • Maintain a weekly schedule for regular field visits for mentoring and supervisory and provide data quality assurance and verification.

  • Provide weekly report to the supervisor on the data entry status (received versus captured).

  • Ensure all project-related transactions are conducted, processed, and recorded in QuickBooks with supporting documentation in line with the ANAPA Chart of Accounts.

  • Help ensure that expenses are in accordance with U.S. government regulations (expenses are reasonable, allowable, and allocable) and PHN policies and procedures.

  • Review expense reports, mobile money request forms, travel advances, and other requests against support documentation prior to processing for payment and reimbursements.

  • Maintain employee files securely and in compliance with legal and ANAPA recordkeeping guidelines.

  • Provide administrative support including filing, scanning, photocopying, and archiving to the HR records.

    • Always ensure safety of passengers & luggage.
