BACKGROUND
Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the MSI Reproductive Choices partnership which works in 37 countries globally. BLM exists to improve the quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has a national coverage, operating through 24 clinics, and numerous outreach clinic sites.

OUTREACH AND PSS COORDINATOR (1)

JOB PURPOSE
The Outreach and PSS Coordinator role supervises the mobile outreach teams to ensure full SRH service provision to hard to reach areas in the marked project catchment areas. The role collaborates with the public health facilities in facilitating FP expertise development interventions directly to the public health facility providers in the marked project catchment areas. Further, the role collaborates with the Behaviour, Communication and Change Interventions unit for SRH client service uptake demand creation interventions.

KEY RESPONSIBILITIES

Business Development and Outreach Management

  • Provide leadership to BLM outreach teams in line with the values of the MSI partnership and the BLM strategic plan to ensure efficiencies are maximised and access to family planning in rural and underserved communities continues at scale.
  • Coordinate and supervise outreach team leaders and outreach teams to ensure they are able to achieve set targets on service provision and client reach.
  • Monitor daily and weekly performance of teams and provide the Head of Outreach with regular updates.
  • Liaise with the behaviour change communication team to ensure demand creation is appropriate to specific team requirements.
  • Ensure all outreach staff are focused on delivering excellence in clinical quality and client focus service provision and work in collaboration with the Clinical Quality team to ensure recommendations are strictly enforced.
  • Ensure that all operational procedures and guidelines are strictly adhered to. This includes all relevant aspects of financial management, clinical procedures, project cycle management and donor compliance.
  • Monitor and be accountable for all stock management procedures in collaboration with the Corporate Services Directorate.
  • Manage the outreach fleet with support from the Transport Officer and Corporate Services Directorate.

Anti-Fraud, Bribery and Corruption

  • In collaboration with internal audit teams ensure that all audit recommendations are strictly enforced, and evidence is provided to support changes in process and procedure.
  • Ensure that anti-fraud, bribery and corruption training is conducted with all staff and that BLM’s zero tolerance policy is strictly enforced.

Business Planning

  • In line with BLM’s annual cycle of business plans work with teams to agree objectives, targets and budgetary requirements.
  • Complete regular mapping exercise for outreach sites with a focus on expanding and increasing services delivered.

Team Leadership and Development

  • Motivate and continuously set performance targets for outreach team leaders and their supporting staff using BLM’s standard performance management system.
  • Establish training needs through analysing CLIC data and by working closely with the centre teams and the Clinical Quality team.

External and Internal Representation

  • Develop and maintain productive relationships with other BLM teams to ensure that your teams achieve their required contribution to overall organisation success.
  • Represent BLM in relevant forums as requested.
  • Role model MSI’s core values and demonstrate MSI behaviours at all times.

QUALIFICATION

  • Diploma in Nursing and Midwifery and/or Clinical Medicine, Bachelor’s degree will be an added advantage
  • Up-to-date registration certificate with the appropriate regulatory council.
  • At least 5 years of experience in implementing health related interventions at district level, preferably in FP service delivery and mentorship
  • Experience of working directly in client care which includes counseling, delivering quality family planning services, stock management, involvement in reporting i.e. collecting client data
  • At least five years active service in a clinical setting.
  • Preferably trained on family planning including provision of LARC services
  • Detailed knowledge of clinical protocols; family planning methods.
  • Computer literacy (MS Office, Excel Packages, PowerPoint, Knowledge of Outlook usage)
  • Previous experience of coordination at district level government health system will be anadvantage

SKILLS AND EXPERIENCE 

  • At least 5 years experience in a coordinating or supervisory role in the health sector or a private business.
  • Knowledge of the health system in Malawi – either public, private or NGO.
  • Proven ability to motivate, lead and manage a clinical team.
  • Effective business analysis skills.
  • Excellent IT skills.
  • Excellent interpersonal and communication skills.
