Government Health Service Commission is inviting applications from suitably qualified Malawians for
the following vacancies existing under the establishment of Ministry of Health:

Post: Principal Monitoring and Evaluation Officer (under Malaria Programme)
Grade: G/P7
Salary: Within Grade G Salary Segment

Reporting to: The Chief Disease Control Officer (Grade F)
Location: Malaria Programme

Qualification:

The desired candidate must be a serving Monitoring and Evaluation Officer (Grade I) Economist (Grade I) with a minimum of four (4) years’ experience at that grade with Bachelor’s degree in Statistics, Monitoring and Evaluation, Demography. Must have any certificate in Monitoring and Evaluation, those with master’s degree in Public Health will have an added advantage.

Duties:

  • Oversee the design and implementation of M&E systems across multiple programs or projects.
  • Develop organization-wide M&E policies, guidelines, and standards to ensure consistency and quality.
  • Lead the analysis and synthesis of data from various projects to provide evidence – based insights for strategic decision-making.
  • Provide technical expertise and support to M&E teams, program managers and senior leadership.
  • Facilitate MoH DHIS2 data quality assessments.
  • Oversee the malaria data clearing house and production of malaria reports to ensure that they are produced timely and in accordance to the schedule, or by ad hoc request from the Program Manager.
  • Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting.
  • Ensure easy public access to M&E reports and data and support wide distribution.
  • Coordinate all survey/studies/research on malaria for the program.
  • Conduct evaluations and impact assessment to assess program effectiveness and efficiency.
  • Work hand in hand with CMED, Digital Health and other Ministry of Health Directorates.
  • Collaborate with external partners, stakeholders, and donors on M&E related matters.
  • Identify opportunities for organizational learning and knowledge sharing on M&E findings.
  • Advocate for the use of M&E data in program planning, resource allocation, and performance improvement.
  • Ensure compliance with donor reporting requirements and deadlines.
  • Represent the organization in M&E related meeting, conferences, and working groups.
  • Any other duties assigned.
