The Financial Intelligence Authority (FIA) is a government agency established under the Financial Crimes Act 2017 (FCA) to prevent and combat financial crimes through detecting and investigating these crimes and disseminating financial intelligence to competent authorities and engage in information sharing with other Financial Intelligence Units in order to maintain the integrity of the country’s financial system. In line with its mandate, FlA has the following vacancies to be filled as soon as possible. The positions are tenable at FlA offices in Lilongwe.
PROCUREMENT AND ASSET DISPOSAL OFFICER (FIA5)
Main Duties and Responsibilities:
Reporting to the Director Legal and Corporate Services, the job-holder will be responsible for the following:
- Develop and review policies and standard operating procedures on procurement and disposal of assets.
- Develop annual procurement plans and disposal of assets plans.
- Liaise with requisitioning departments to develop correct product and service specifications.
- Implement, monitor and propose reviews of internal procurement and asset disposal policies and procedures standards in line with the relevant laws.
- Provide general advice and support to staff and management on procurement and asset disposal.
- Preparing minutes and reports for the Internal Procurement and Disposal of assets Committee, ad-hoc evaluation teams, Management and the PPDA.
- Prepare and review documents such as request for quotations, procurement bids, procurement notices, and others.
- Coordinate the closing, opening and evaluation of bid documents.
- Inspect goods and equipment delivered by suppliers.
- Prepare and review procurement contracts.
- Manage records for procurement and disposal of assets.
- Conduct market research on market trends on pricing, availability and supply of goods and services.
- Carry out other duties as assigned from time to time.
Skills and Qualifications
- Minimum of a Degree in Procurement, Supply Chain Management, from a recognized and reputable academic institution or related qualifications from a recognized and reputable academic institution.
- At least two (2) years experience in a similar role in a reputable organisation.
- Membership with the Malawi Institute of Procurement and Supply (MIPS).
- Adherence to professional ethics.
