The National Economic Empowerment Fund Limited (NEEF) is a government-owned Microfinance Institution whose mission is to economically empower ordinary and underserved Malawians (particularly Women, youth, and persons with disability) through the provision of quality, affordable, and sustainable microfinance services for improved livelihoods.

PROCUREMENT MANAGER-(NF 4)

Reporting to the Chief Executive Officer, the incumbent’s primary purpose will be to manage and facilitate procurement of goods, works and servIces and disposal of Assets Act of 2017 and other related regulations.

KEY DUTIES AND RESPONSIBILITIES

  • Developing and monitoring the implementation of procurement plans
  • Implementing, monitoring. and proposing reviews of internal procurement and asset disposal policies, procedures, standards and regulations.
  • Interpreting procurement and asset disposal policies and regulations.
  • Preparing and reviewing requests for quotations and bid documents.
  • Coordinating the closing, opening, and evaluation of bid documents
  • Leading in the administration of procurement contracts and ensuring delivery of goods and services in accordance with the contract terms and end-user requirements.
  • Preparing minutes and reports for the IPDC, Management, and the PPDA
  • Liaising with requisitioning units to come up with correct product and service specifications.
  • Preparing and reviewing procurement contract documents.
  • Providing general advice and assistance to staff and management on procurement and asset disposal matters.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree and Master’s Degree in Procurement, Logistics and Supply, Supply Chain Management, or related fields.
  • Minimum of Five (5) years of progressive hands-on experience in Procurement Management in a well-recognized financial institution.
  • Should be a member of the Malawi Institute of Procurement and Supply (MIPS).

PERSONAL ABILITIES, SKILLS, AND ATTRIBUTES

  • Impeccable understanding of procurement procedures and concepts.
  • Strong attention to detail and ability to notice discrepancies in procurements.
  • Ability to effectively manage competing deadlines for projects in a high-pressure work environment, with varying degrees of supervision.
  • Strong proficiency in MS Office and general computer use.
  • Be mature and responsible.
  • Problem-solving skills and appreciation of the organisation’s core business.
