Overview

The Training and Research Unit of Excellence (TRUE) is a vibrant health organization specializing in high quality research, especially in children and pregnant women. TRUE seeks suitably qualified, highly motivated, and hardworking candidates to fill the following listed position to be based in Dowa district for the Seasonal Malaria Chemoprevention Study (SMC). The appointment will be fixed for 3 months.

Job Summary:

The Procurement Officer will work closely with the Chief Operations Officer and budget holders to provide support and direction in developing, maintaining and reviewing the procurement guidelines, procedures, procurement contracts/agreements and policies and as well as spearheading the procurement department. He/she will ensure efficiency and cost-effective acquisition of goods and services for smooth operations in various sites within the Unit.

Duties and responsibilities

Duties shall include but are not limited to the following:

  1. Support all unit’s managers/budget holders and departments in the development and implementation of innovative and sustainable procurement guidelines, procedures, policy and procurement plans
  2. Identify opportunities for new and integrated logistics and supply agreements
  3. Drafting and reviewing of contracts and Service Level Agreements
  4. Gain economic savings and increased service levels from suppliers
  5. Development of Key Performance Indicators for new and existing suppliers and monitoring of these
  6. Monitor internal procurement systems and processes and ensure that compliance is achieved across the unit
  7. Undertake, complete and assist in specific procurement projects and provide ongoing monitoring as required including working with financial manager throughout
  8. Provide staff with training on unit’s procurement systems and processes to a knowledge level relevant to their position
  9. Developing and maintaining close working relationships with internal and external contacts as appropriate.
  10. Acting as a representative for unit at appropriate conferences and seminars, and other procurement groups and events
  11. Negotiation of supplier agreements resulting in economic savings and increased service levels.
  12. Prepare reports for the department
  13. Undertake any other relevant duties as directed by the Unit’s Director and or Chief Operations Officer

Desirable Qualifications, Skills, and Competencies

To be eligible, you must possess:

  1. Bachelor’s degree in Procurement and Supply Chain management, with not less than 3 years’ experience at a similar position
  2. Strong analytical and organization skills
  3. Competence to build and effectively manage interpersonal relationships at all levels of the organisation
  4. Ability of work independently with minimum supervision in tight deadline driven
  5. High level of integrity
  6. Ability to negotiate with vendors in a transparent, arm-length manner

Remuneration and Benefits

The position will attract remuneration package which includes a competitive salary package commensurate with the position and experience, a medical aid scheme, pension scheme, gratuity benefits redeemable at the end of contractual period.
