The Development Fund (DF) of Norway is a Norwegian International Non-Governmental Organization working with smallholder marginalized people in rural communities to end hunger, poverty, and injustice by strengthening climate adaptation, agrobiodiversity, and sustainable food systems. The organization’s overarching goal is to enable small scale agriculture communities to become resilient and part of sustainable food systems.

DF is implementing a Climate Resilience and Livelihood Programme aimed at increasing climate resilience and wellbeing of rural communities in selected districts of Malawi and Mozambique.

The organization is also implementing a project entitled “Improving Smallholder Resilience through Customized Climate Services,” through a Consortium together with NORCAP, Chr. Michelsen Institute (CMI), Norwegian University of Life Sciences (NMBU) and Norwegian Research Centre (NORCE). The consortium brings together expertise across the research practioner divide to address Identified needs and gaps in the climate services value chain.

The Development Fund of Norway invites applications from suitably qualified and experienced candidate to fill two vacant positions at its Country Office in Lilongwe as follows.


The Programme Coordinator will support local implementing partners in the designing, management, and implementation of the programme in targeted districts for quality, sustainable and well documented results.

Duties and Responsibilities.

  1. Responsible for all aspects of grant management for the programme in collaboration with relevant functions within DF and local partners.
  2. Ensuring the development and management of a functional team with implementing pariners, smallholder farmers and government.
  3. Responsible for delivering quality results in line with DF’s strategy, national development frameworks, grant agreements, result frameworks and budgets.
  4. Actively participate in the development of new funding proposals to ditterent donors.
  5. Responsible for adherence to quality standards in relevant thematic areas and interventions within DF-supported programmes.
  6. Coordinate and actively participate in the development of gender transformative and Inclusive programme designs and budgets.
  7. Represent the interest of DF and actively participate in relevant networks.
  8. Ensure productive synergies between the assigned programme and different functions within DF.
  9. Coordinate advocacy work on agrobiodiversity, climate adaptation and sustainable food systems with active participation of marginalized groups.
  10. Collaborate with the MEAL function in the development and management of an effective monitoring, evaluation, accountability and learning system for the programme.
  11. Responsible for producing and consolidating quality reports.
  12. Ensuring that a functional system for well documented results within the programme is in place.
  13. Ensure full compliance with donor requirements by implementing partners and relevant functions within
  14. Adherence to DF policies, branding, procedures, internal controls and systems.
  15. Coordinate programme review and learning sessions with local implementing partners, relevant government departments and other key stakeholders.

Professional Qualifications and Experience.

  • A minimum of 5 years’ experience in managing programmes relating to food security, agriculture, climate adaptation and agrobiodiversity.
  • Master’s Degree in agriculture, seed systems, agrobiodiversity, natural resource management or other related fields.
  • Practical experience in strategy development, proposal development, project management and advocacy.
  • Previous experience in managing grant-funded programmes.
  • Proven experience in maintaining and developing partner and donor relations.
  • Good interpersonal and communication skills.
  • Experience with start-up of new projects and project proposals to donors.
  • Proven experience in financial and narrative reporting to donors.
  • Good interpersonal and communication skills with the ability to communicate effectively both orally and in writing.
  • Work effectively and independently, with minimal supervision and under varying degrees of stress Ability to manage multiple tasks within set
  • A team player, effectively collaborating with other team members.
  • Fluency and proficient writing skills in both English and Portuguese is desirable.
  • Extensive driving skills.
