Overview

Background
Heart to Heart Foundation (HtHF), located in Zomba, has been implementing a three year (2022-2024) Community based  WASH improvement Project in Machinga district, Malawi. This project, has been funded by Korea International Cooperation Agency (KOICA) since 2019. This funding follows the successful delivery of the Trachoma elimination Project, which also targeted the same district. In addition HtHF Malawi office has a successful experience in the school-based eye health promotion project from 2018 to 2021 funded by L’Occitane. Based on this experience and project achievements, we have confirmed the effectiveness of this project in promoting eye health and the right to see for beneficiaries in underprivileged areas where access to medical services is usually difficult, and enhancing eye health knowledge of teachers and stakeholders.

HtHF is currently seeking to recruit for the position of Programme Officer. The newly recruited person will take the lead in supporting the Foundation in ensuring efficient and effective WASH project planning and implementation, management covering key aspects of monitoring and evaluation.

Job Purpose:

Under the overall guidance of the Country Manager and routine supervision and support from the Senior Programme Officer, the Programme Officer will work in coordination with government officers in Machinga District. The Programme Officer will be responsible for ensuring that all project activities are properly planned and facilitated at the district and community level. Supports the Program Action Officer in coordinating district activities and implementing an effective Monitoring and Evaluation system for the project.  The incumbent will fulfill the functions of the Pro officer for HtHF activities in Malawi and provide support, as needed, to other initiatives implemented

Duties and Responsibilities
. More specifically, the incumbent will fulfill the following tasks:

·     Support HtHF Management liaising with, and mobilizing, the relevant local authorities in Machinga District to maintain and expand the partnerships with HtHF and to ensure their     contribution/engagement towards related projects;

·     Contribute to the planning, implementation, management, and delivery of technical assistance activities in WASH, in accordance with the overall HtHF strategies and priorities, and in close collaboration with the local counterparts (government, private sector, and civil society);

·      Support CLTS triggering process and monitoring including ODF achievement, certification, and sustenance.;

·      Facilitate campaigns to promote hygiene awareness and hygiene behavioral change for local residents;

·      Conduct programs to strengthen primary health facilities’ capacity to respond to infectious  diseases such as water-borne diseases;

·      Facilitate activities to prevent water-borne diseases and infectious diseases targeting health facility      personnel;

·      Assisting in the distributing and monitoring water-borne disease drugs and medical  supplies for health facilities;

·     Support the conducting of regular dialogues and discussions with the local authorities and direct beneficiaries of projects to integrate feedback into future HtHF activities and to identify new possible areas of collaboration;

·     Participate in needs assessment missions and in substantive discussions with the local authorities, and contribute to the drafting of mission reports, as well as the development of  technical assistance proposals;

·     Keep abreast with latest national and local developments in Malawi in relation to WASH;

·     Assisting in Organizing conferences, meetings, seminars, training and workshops primarily in Machinga District, but also elsewhere in the country, and travel to the events’ location if needed;

·     Assist preparation of  terms of reference/requirements for sub-contractors and vendors to ensure qualitative  and objective procurement of services, and support the identification of suppliers and contractors;

·     Assist in initiating and finalizing budget revisions, work plans, inventory lists, notes to the file, etc. to facilitate implementation and monitoring of activities;

·     Provide support to HtHF initiatives on aspects related to expenditures and the preparation of payment requests in HtHF administrative systems;

·     Contribute to developing a filing system for the project, and maintain filing accordingly;

·     Perform other duties as required.

Personal Specification
The desired qualifications and experience are as follows:

·      Undergraduate degree in Public Health / Environmental Health, Hydrology, Water Resources Management, Community development, Development studies or closely related field obtained from a recognized/ accredited institution.

·      At least 6 years of previous work experience in WASH (Water, Sanitation and Hygiene) or Health or a related field dealing with large-scale project management

·    Proven experience of/and commitment to participatory methodologies to development, especially CLTS, SLTS, PHAST and Sanitation Marketing

·   Strong respect and empathy for rural communities;

·      Ability to work independently and take a lead with new ideas

·      Skilled in data collection, data analysis, and interpretation

·      Experience of working in partnership with local governments, NGOs, and rural communities

·      Good communication and report-writing skills

·      Fluent in English and local languages

·      Skilled in MS office programs (Word, Excel, and Power Point)

And online data collection and management platforms/tools like ODK, M water, Kobo etc.

·      Ability to manage heavy workloads and to meet strict deadlines

·     Team worker with strong commitment to working with others to achieve mutual objective and thrives in a fast-paced collaborative, and organized environment
