Programs Officer-Tumaini Letu
Tumaini Letu (Swahili for “our Hope”) is a non-profit organization operating within the Dzaleka refugee camp and its surrounding areas in Dowa, Malawi. Tumaini letu’s mission is to promote and support the economic, social and cultural inclusion of refugees in Malawi through capacity building, business opportunities, job creation, and arts and culture as a tool for refugee rights advocacy.
Operational Context/Role
Programs Officer’s primary responsibility is to coordinate and support the implementation of all aspects of programming of Tumaini Letu with the guidance and support of the Executive Director. He/she is required to identify and develop key opportunities for programs focused on refugees residing at Dzaleka Refugee
Camp and the Malawian populations living in its surrounding area. The PO will also be responsible for fundraising and grant management. He/she will implement positive and effective relationships with key partners and stakeholders in the interest of promoting Tumaini Letu’s objectives.

Key Responsibilities

1. Coordination of Tumaini Letu’s programs

• Assist with the development of strategies, methodologies, contingency plans to respond to the different challenges the Dzaleka community encounter
• Assist with the development of new programs to support the strategic direction of the organization
• Assist with and provide inputs to the development of the Organization operations plan and with annual programming
• Write program funding proposals according to donor-related requirements to guarantee uninterrupted delivery of services to the community
• Ensure goals are met in areas including donor satisfaction, quality, and team member performance
• Attend and represent Tumaini Letu in relevant workshops, events and meetings, including coordination of board meetings, also preparing presentation material
• Liaise and collaborate with the with relevant stakeholders in and out outside Dzaleka Refugee Camp.

2. Project-related activities
• Supervise the projects teams
• Assist with planning, monitoring, evaluating and report for projects
• Plan and conduct annual needs assessments for each project
• Create and implement tools for project evaluations
• Regularly visit projects at Dzaleka to monitor and evaluate the activities to ensure timely and quality implementation, and provide feedback to the field
• Train and update Project managers and other key field staff (i.e. coordinators) in proposal writing, management, donor compliance, monitoring and evaluation, as well as suggesting improvements of planning, programming implementation and current processes
• Maintain up to date archives of all project documentation and ensure project learning is generated, documented, and shared within the Tumaini Letu network
• Liaise with technical support specialists as needed to ensure relevancy and quality of service

3. Partners and donor relations

• Maintain close working relationships and participate in meetings with Tumaini Letu’s partner agencies and other relevant stakeholders, including funding agencies
• Support the organizational fundraising actions maintaining regular contact, including meetings with donor representatives and submitting project funding proposals and managing donor reporting
• Negotiate funding or partnership agreements, in close collaboration with the Executive Director
• Build strong relations with the major partners/donors as well as withgovernment counterparts
• Explore and create opportunities for new partnerships/ donors
• Develop relevant communication tools to keep team members, partners and donors regularly informed of progress of activities

4. Budgeting

• Monitor regularly projects income and expenditure in conjunction with the Finance Officer
• Assist the Executive Director in planning and managing financial resources for project implementation
• Assist the Finance Officer with the preparation of the annual budget for the projects and coordinate timely submission to the Executive Director for approval

Qualification
1. Minimum 3 years of experience in a similar position
2.  A bachelors degree in business administration, economics and development studies or any relevant field . Those with Master’s degrees have an advantage
3. Must have experience in a leadership position
4. Experience working in compliance with rules and regulation of the Malawian Government and all relevant regulatory bodies
5. Must have experience reporting and engaging if Donors
