JOB DESCRIPTION
Position: Project Officer (3 Positions)
Duty Station: Lilongwe, Blantyre, Mzuzu
Position Summary:
The Project Officer will be responsible for facilitating the achievement of project objectives for the Global Fund HIV/AIDS, TB, and Malaria Program under Grant Cycle 7 (GC7). The officer will coordinate district-level activities in the assigned districts, strengthen CBOs and community structures, ensure robust monitoring and evaluation, manage project resources, and represent MANASO in all relevant district engagements. A key responsibility will be leading the development, facilitation, and reporting of Community Scorecards to enhance accountability, community feedback, and evidence-based advocacy.
Key Responsibilities
- Project Planning and Coordination
- Lead the design and development of district-level project work plans, budgets, activities, and timelines.
- Coordinate and implement project activities in line with approved work plans and budgets.
- Ensure timely preparation and submission of weekly, monthly, quarterly, and annual project reports.
- Ensure adherence to regulations, donor requirements, and best practices.
- Capacity Building and Community Systems Strengthening
- Facilitate capacity-building initiatives for CBOs and community structures to enhance governance, leadership, data management, and financial accountability.
- Provide mentorship to community-based actors to strengthen ownership and sustainability of interventions.
- Document lessons learned, best practices, and success stories for replication and scale-up.
- Monitoring, Evaluation, Data Management, and Scorecards
- Lead the roll-out and facilitation of Community Scorecards as a tool for monitoring service delivery, community feedback, and accountability at district level.
- Work with the MEAL Officer to design and implement M&E frameworks that integrate scorecard findings.
- Ensure accurate collection, analysis, and use of data for decision-making.
- Track project performance against milestones, outcomes, and deliverables.
- Produce evidence-based reports from scorecards to inform program improvements and advocacy.
- Financial and Asset Management
- Monitor project expenditure against approved budgets, ensuring compliance with financial policies.
- Support the Finance Manager in maintaining an updated asset register and ensuring accountability for project resources.
- Provide oversight to community structures and CBOs on financial accountability and reporting.
- People and Performance Management
- Provide coordination, guidance, and supervision to community focal persons, volunteers, and project field staff.
- Strengthen teamwork, accountability, and performance among district-level project teams.
- Build skills of community representatives to effectively implement scorecards and report on findings.
- Stakeholder Engagement and Representation
- Build and maintain partnerships with government stakeholders, CSOs, CBOs, and community leaders.
- Organize stakeholder review meetings, community dialogues, and district coordination forums, integrating scorecard findings for joint action.
- Facilitate coordinating bodies attendance in all district-level engagements and technical working groups
- Facilitate coordinating bodies’ district and regional meetings to amplify community voices and ensure visibility of MANASO’s work.
- Required Qualifications and Experience
- Degree in Public Health, Social Sciences, Development Studies, or related field.
- Minimum of 5 years’ experience in HIV/AIDS, TB, Malaria, or AGYW health programming.
- Proven expertise in capacity building of CBOs and community structures, especially in community-led monitoring tools such as Community Scorecards.
- Strong knowledge and practical application of M&E, finance management, and data management.
- Demonstrated ability in people management, stakeholder engagement, and partnership building.
- Strong coordination and implementation skills in complex, multifaceted projects.
- Excellent communication, facilitation, and analytical reporting skills
