The Senior Procurement Officer – Building and Infrastructure Projects is responsible for supporting and executing the operational and tactical procurement of works, goods and services necessary for the needs of internal customers with a view to meet quality, Cost and specification compliance of supply requirement and in line with CML Procurement procedures and defined category strategies.
Reporting to the Head of Procurement, the Senior Procurement Officer – Building and Infrastructure Projects, will be required to carry out the following duties, among others:
- Initiate and support prequalification of contractors in line with the procurement procedures.
- Review technical specifications and prepare RFX (Quotation, Proposals, Information and expression of Interests) in consultation with subject matter experts and aligned to CML Guidelines.
- Facilitate the review and evaluation of competitive bids, quotes and proposals. After comparative analysis and validation of the supplier, get closer and be a force of persuasion during negotiations.
- Prepare Evaluation reports in line with existing procurement procedures. Draft letters of Award and contracts for review and approval according to the existing hierarchy.
- Issue purchase orders and rigorously monitor and communicate on the status of ensure timely delivery of materials to construction sites in coordination with project teams.
- Ensure that all goods purchased meet the quality requirements and are in possession of the necessary “Quality” documents: Certificates of Analysis (COA), Certificates of Conformity (COC), Technical Specification Sheet (FT) and Safety Data Sheets (SDS).
- Prospect, introduce and validate new local suppliers, conduct quality & technical Assessments and monitor the resulting actions and avenues for improvement while respecting internal Due Diligence requirements.
- Provide internal stakeholders regular updates to follow up on the progress of the various procurement requests in progress.
The ideal candidates should have, at least the following qualifications and experience:
- Degree in Procurement and Supply Chain or Degree in Civil Engineering, or Quantity Surveying or related field.
- Preferably, 5 years’ experience in a similar role, in an FMCG Industry.
- Must be a member of the MIPS

- Good understanding of the construction values and ethics.
- Ability to plan and prioritize projects.
