Position Overview: DT Global is seeking a Team Leader to direct and manage the Malawi Health Services Joint Fund project. This position will be based in Lilongwe, Malawi and will support the Ministry of Health.
Tasks and Responsibilities:
- Establish and document processes and internal controls for payment of transactions, liquidation of advances, accounting and internal controls at all levels of the operations.
- Design system for filing of paper and electronic files and ensure historic records are complete.
- Produce comprehensive Fiscal Accountability Plan, with process for annual reviews and needs based updates.
- Support MoH in preparing Budget, Workplan and Results Framework.
- Monitor budget execution.
- Review and approve payment transactions, monthly closure reports, reconciliations and financial management reports.
- Review and approve liquidation reports.
- Compile monthly, quarterly and annual financial reports, including update on transactions and analysis of budget execution against approved budget.
- Prepare Inception Report, Annual Implementation Reports and Final Report
- Review capacity and performance of implementing entities, develop capacity building plan and deliver on specific training needs.
- Establish risk and control matrix.
- Design and oversee implementation of risk mitigation activities.
- Coordinate and oversee work of Fiscal and Procurement oversight Agent team members.
- Liaise and coordinate with all relevant stakeholders.
Education & Minimum Qualifications:
- Minimum of Bachelor’s Degree in relevant discipline e.g. Business, Project Management, Public Administration, Procurement or similar.
- A minimum of 7 years relevant experience in procurement and contract management of goods, services and works.
- Minimum 3 years of procurement related experience on donor funded projects and programs.
- Good knowledge of procurement policies and procedures of multilateral financial institutions.
- Experience in assessing policies, systems and structures in the public and/or private sector.
- Strong communication skills, both written and oral, and fluent in English.
- Excellent team working and partnership skills that would enable development and maintenance of relationships with various key stakeholders.
- A professional qualification in procurement from reputable institutions like the Chartered Institute of Purchasing and supply (CIPS) U.K. or the Institute of Supply Management, (ISM) USA would be an added advantage.
